Samanyolu galaksisini, 150 yıldır devam etmekte olan yıldızlararası bir savaş etkisi altına almıştır. Çöküşteki Goldenbaum hanedanlığının hüküm sürdüğü Galaktik İmparatorluğu'yla, işlevselliğini yitirmiş demokratik federasyon Hür Gezegenler Birliği arasında geçen bu savaşta; on binlerce uzay gemisi ve milyonlarca asker çarpışmaktadır.
Sahneye iki kumandan girer: İmparatorluk Amirali Reinhard von Lohengramm ve HGB'nden Yang Wenli. Fakir bir Reichsritter aileden gelen Reinhard; Kayzer'in, ablasını metresi olarak aldıktan sonra sistemi değiştirmek için asker olmayı seçen yetenekli ve karizmatik biridir. Üniversite eğitimini karşılayabilmek amacıyla asker olmak zorunda kalan Yang Wenli'yse, zeki olmakla beraber bir o kadar da tembeldir de. Her iki karakter, eylemleriyle yetenek sahibi askerleri, amiralleri ve düşünce adamlarını etraflarında toplamaya başlarlar. Zamanla, bu iki zıt insanın arasındaki rekabet; mevcut açmazı temellerinden sarsacaktır.
